Juan de Nova Island Research?

I am researching about a little island west of Madagascar. The most important piece of information I want to know about is if people are allowed to visit or stay there, and if waves ever put the island underwater at any point during a year. Any other information on it would be helpful as well, such as do some people already live there? Are there any hotels? What's the best way of getting there?
